Aligning with the C4E

Governance needs an owner

A Center for Enablement (C4E) is the team that curates reuse, sets standards, and enables delivery teams rather than gatekeeping them. Design-first and governance thrive when a C4E owns them.

What the C4E owns here

  • The shared rulesets that encode org API standards.
  • The reuse culture — curating Exchange, promoting high-value assets.
  • Enablement — helping teams adopt the practice, not policing it.

Enable, do not gatekeep

The failure mode is a C4E that becomes a bottleneck — every spec waits for central approval. Coach customers toward a C4E that provides rulesets, templates, and office hours, and lets teams self-serve within guardrails.

Coaching note

Help the customer position the C4E as a multiplier. The metric of a healthy C4E is reuse and team velocity, not the number of approvals it issues. Guide them to measure assets reused and time-to-first-mock, not gate throughput.
